69 Front Fender Adjustment

I've been trying to adjust my front right fender to close the gap at the passenger door but I can't get the fender to budge. I've loosened all of the bolts that attach the fender - bottom two, top ones, firewall, the one inside the upper door frame, loosened the radiator support, bumper screws, but it still won't budge. Also unscewed the lower sill trim bracket. What am I missing? Do the door hinge bolts go through the fender? Do I have to loosen or remove those? Do I have to loosen anything in the front valance or header?

Hinges do not secure the fenders.

Is the mounting point on the firewall touching the firewall? If so that's as far back as it'll go. Were there alignment shims at that point?
Did you loosen the inner wheel well support bracket at both ends?

I'd loosen the header and the valance, but if both ends of the radiator support are loose, everything should shift fairly smoothly.

You did not mention you touched the inner fender bolts or fender to firewall brace. Look around, you missed something. When everything is loose, simply tightening the fender to firewall bolt will close the gap.

Also take diagonal measurements from the firewall to the opposite side of fender to rad support point to make sure they are the same or close. It may be that both fenders have to shift sideways. This would close the gap on one side and open the other side although not by that much. Just a thought.

Forgot to mention that this would require shifting the rad support sideways on the subframe

69 SS, 350/300 h.p., M-20, 12 bolt, matching numbers.

I found the bolts on mine were binding in the holes of the fender. The bolt inxide the fender to the cowl was as far back in the hole as it could go. I cut the bracket off the fender and rewelded it with the fender back about 1/4 inch.
