The term "neutral safety switch" is really not correct for a manual trans car. They have a clutch safety switch which will not allow the starter to work without the clutch pedal being pushed in.
As far as the backup lights go, if I am not mistaking, the 69's are the same as my 71. The backup light switch is part of the steering column assembly. If your key is in the column this is the way it is. There should be a linkage from the reverse lever on the trans that goes up towards the front of the car to a bellcrank, then up the firewall and connects to a lever at the base of the steering column. It is the same mechanism that turns the column so that you can remove the key in reverse.
