I am in the process of restoration of my 70 Z28. What is the proper or best way to 1. remove surface rust from floor on drivers and passenger side inside car floors and 2. What is the best product to treat/paint these areas to prevent rust from coming back?

POR 15 is a pretty good product to use for purposes such as yours. Have a look at www.rustpaint.com (http://www.rustpaint.com) and review links for metal preparations and POR 15 Rust Preventative. The metal preparation page has a product called "Metal Ready" that treats the rust and preps the metal using zinc phosphate. Another product is called "Rust-Mort" from SEM www.semproducts.com (http://www.semproducts.com/sempages/semrust.html). This really seems to convert the metal pretty well. I recall flaking off the previously rusted surface to reveal shiny metal after using this product. Another favorite of mine is Permatex Naval Jelly (http://www.permatex.com/products/prodidx.asp?automotive=yes&f_call=get_item&item_no=81756) and Permatex Rust Treatment (http://www.permatex.com/products/prodidx.asp?automotive=yes&f_call=get_item&item_no=81775). The Rust Treatment converts or destroys the rust and leaves a hard, sandable surface for later painting. I actually like this the most.
I would use a wire cup brush and angle grinder, followed with light surface cleaning and application of one of these products. If the rust is bad enough I would consider floor replacement for the affected areas.

A good article. I subscribe to Auto Restorer which has good restoration information.
I do like the chip resistance of POR15 and used it on my car's underneath and subframe.
