What's the diff between Forum Classifieds and Member Classifieds? I'm trying to get some parts and would like to cover all the bases, but don't want to repeat them unnecessarily.

Member classifieds are only seen by other paid members. It was intended for those special "I can let another member have them for less than I would list them for to the general public" deals. The "classified forum" has never been intended to be a permanent forum (started as a Christmas/holiday swap meet type of deal) but has stuck around as a catch all to try and keep folks from posting ads in the other forums... Moderators use it when they find an ad posted in the other forums as a place to move them to.

The real classified section (link at the top of the page on red tab bar) has for sale items and a wanted section...

If you are looking for a certain part I'd suggest using all 3 places to get the best coverage...

One other feature of the members classifieds is you are dealing with another member.
The public classifieds are open to anyone with a computer, including those oh so friendly scammers and guys who do not even register and offer to sell you exactly what you want. Check how long they have been around and if they have any feedback before sending the money.
