On my 69 coupe, non-A/C car, the front kick panels have two levers on each panel. Is this corect for this car? I know that one of the levers controls the dash vent, but what does the other one do.

Yes they are correct. Like you said, one is for the dash vent and the other is for the kick panel vent door.
