No, you need to scuff it first. This holds true to any painted surface that has fully cured.

Etching primer should ONLY be used on bare metal! If there is any kind of paint or primer on it, then you need to use something else.

Bob is right, that "E" coat IS an "etch" primer, rich in zinc. Scuff it and shoot your primer of choice, epoxy or urethane.

A word of caution to any guys using repro panels. Just because they are black does not mean they are "E" coated. One repro quarter I got had paint not much better than water color on it.

You are very right Bob, do a "rub test" on it with lacquer thinner on a rag. If it rubs off onto the rag, it is not E coat.
