After two new vacuum canisters, a new vacuum relay and a new headlight switch, my 68 RS headlights finally work! Everything I replaced was given to me 'new' with the car when I bought it, in boxes. Everything was bad and had leaks (didn't look in to fixing anything, if possible). Hopefully the replacements will work out better in the long run. One note, the vacuum relay had the green and red hose ports labeled in reverse. Also, a hand vacuum pump (I have a craftsman one) is good to bench test each part individually and to test the system for leaks, but will not operate the system properly when all assembled. I have worked through each component in this system in great detail, so if anyone has similar problems maybe I might be able to help. Thanks to everyone for your help!
