what is the best/most effective way to get more power out of a 305 tbi ?

throw it away and replace with 350 and carb.

A friend of mine bought a wrecked 87 Firebird for about $1500 a few years ago. He got a 350 TPI motor out of it, along with a THM700R4 overdrive automatic and a limited slip rear-end. Pretty good deal I thought.

headers is the most cost effective and broad spectrum improvement you can make to damnear any stock engine.
Then comes ignition, heads cams pistons all that jazz not necessarily in order
and don't forget juice

How bout this:

Set of heads of an LG4 (monte SS, junkyard plus rebuild = maybe $300)
New high flow cat and good cat back exhaust system.
Holley 670 cfm TBI replacment.

You'll increase your power by near 50% (and still pass emissions)
