I have a 68 RS that came with a console and horseshoe style shifter for the powerglide trans......my question is can I in any way modify it so it will work in a turbo 350 or 400?

Yes - same parts used in 2 or 3 speeds...

All you really might need is the bracket that holds the cable to the transmission and the shifter arm that attaches to the shaft coming out of the trans that actually does the shifting. Check the '68 AIM it may use the exact same 2 parts, I seem to remember the '69 being that way.

Your 3 speed trans may already have the arm on it too so don't be too quick to spend your money at shiftworks. they are a great supplier if you are missing something but they make it sound like you need a kit to swap from a PG to TH and you don't...
