: front bumper guard mounting

i recently have purchased bumper guards for my 67 camaro from ricks and went to install them and the welded on piece which i thought was supposed to mount to the lower facia is about 3" from it when the bumper guard is perpendicular to the ground. what the heck? anyone have this problem?

I believe the 67 is the same so, the 68 Assembly manual has it 12.49 inches from the bumper bracket existing holes. A 13/32 hole is drilled 1.08 inches rearward from the inside edge of the bumper. Center the bumper guard after mounting it to the bumper and mark the centerline of the valance then drill the 13/32 hole. It should be 3.50 inches down from the top of the valance.

i understand that and have seen that but when i rock back the bumper guard so that the bracket touches the front facia that bumper guard is tilting way down. the way i see it i need to bend the bracket so that it touches the facia and the bumper is perpendicular with the ground. any thoughts? thanks
