I have a 68 camaro that the signal lights do not work on. Flashers work fine it is just that the signal lights come on, but do not blink. I have checked all the bulbs, changed the blinker assembly in the console, and changed the flasher on the fuse panel.

There are two flashers in your car. One for the emergency flashers and and one for the turn signals. On my '67 the directional flasher mounts in a clip behind the dash under the ignition switch. Did you try swapping them around? Also, what did you mean by "changed the blinker assembly in the console"? You could also have high resistance somewhere in the system. Check for the other flasher and post your findings!

Thank's for your help. It was the flasher for the signal lights. I did not realize there was two.

Sounds like you got both the flasher modules so that shouldn't be an issue. Those flasher modules have a heater inside -- current flowing through the bulbs cause the heater to heat and open the circuit. If you don't have enough current flowing, the heater won't heat up enough to turn off the signal bulbs.
Usually this is caused by a burned out bulb. A miswire or bad connection in the turn signal switch itself can also cause it. Inspect all your bulb sockets for corrosion and make sure they are well grounded. Scuff off any corrosion you find with a tiny rolled up bit of sandpaper. If that all looks good, post back and we'll see what else we can figure out.
