I am trying to get some seat belts together in my 69. I have the front lap belts mounted. the car had the shoulder belts already. my question is, is there supposed to be two buckles? how does the shoulder belt work with the lap belt? sorry if this is a dumb question!!

Yes, two buckles.

You have 2 seperate belts mounted to the same bolt on the tranny tunnel. Both belts slip into the plastic cover that goes over the mounting bolt. Usually the shoulder belt ends up under the seat when not in use and the other stuck into the holder on the console.
