I re-did my wheel completly. The areas that needed repaired, I used a urethane primer, and then when it was ready for refinishing, I used a urethane sealer, color and clear coated it with a tad bit of flattener in it. Looks great, and no problems(yet). Just be sure when its time to start the paint work that you give the plastic a good tooth with some 320 grit paper or 400 g.

The problem with painting the wheel is that it gets a lot of wear and the paint is going to erode with time. If you don't drive the car a lot it may last several years, but a daily driver would probably show wear in a year or so. I'd either look around for a blue wheel or just install the black one.

If you do try to color dye the steering wheel it will look good at first but the sweat from your hands will begin to cause the dye to come off.

Another option would be to dye the wheel and then install a grip or cover (you know the ones you see at walmart, etc.). It looks a little cheesy, but at least the dye won't wear off. Just an idea.

Assuming you have a 69, have you thought about just buying a Repo Rosewood wheel ?

Yes,Rosewood was an option on any 69 Camaro.
That's what I would do.
