Is the area under the cowl vent grill, where the wipper arms mechanism is located, painted the car color? Is it plain painted metal or it uses some rubberized undercoating?

The area on top of the firewall under the grille openings is painted the car color unless it had Z28 stripes, then the top of the firewall area under the cowl grille openings is painted the stripe color. The cowl area was painted before the wiper mechanisms were installed so there should be no paint on the wiper arm linkages.

The area under the wiper arms (the plenum area) is painted black to prevent the linkage from being visible through the grille area.
