I know on the rear suspension you always torque - weight bearing. What about the front? I will probably put the Hotchkis springs in tonight to finish up the front (new-EVERYTHING but subframe), but do I need to torque the tie rods/idler/Speed Tech A-arms, etc. with the suspension weighted?

I can't really see the need to weight the front like the rear, but this is my first front suspension rebuild.

Yes, you want to torque the A-arms with the weight on its wheels. The bushings may not turn if torqued tight in the air. Make sure it is on the ground ! (or on a 4 post lift etc.) Also I had some KYB shocks that were too stiff, and held the front UP. You might want to torque your a-arms, before you install the shocks. (To check the stance.)

It really depends on what you have for arms / bushings. The del-a-lum bushings on my G/W lower arms are no harder to move when tight than when loose. This wasn't true of the poly bushings I used to use on the original arms.

Del-A-lum bushings on Speed Tech upper and lower control arms.

I will snug, then lower and torque, right? I just got through painting some rear parts and am about ready to slap up the lower control arms.
