Does anybody know if there is a measurement for the spacing between the cowl panel and fender?

The only way I can answer your question is that if the doors fit properly, with no air leaks, and the fenders fit the doors as they should, the margin from the fenders to the cowl will be pre-determined. You can move the cowl panel a little, but very little, from side to side to help with alignment.
In short, if the rest of the front end sheet metal lines up, the cowl panel should too, unless you have some un-foreseen problem.
