I have a 67 convertible, that on the front, only has one weight on the driver's side. It seems to me that you wouldn't need one on the passenger side because of the battery. The assy manual shows only a detail of the driver's side with the shaker weight bracket installed. Am I missing one? Were 67's different in the number of weights used?

2 in the front and 2 in the rear. I just finshed restoring one.

The shakers are not for balancing weight. They are vibration dampers.
