I just finished removing all of the sealer on the read wheel wells of my car. I have a few rust spots on the out wheel wheel. What is the easiest/best way to fix this spots. I have two new repop parts. So could just cut away the bad metal and replace or cut the entire outer lip where the out wheel well joins the quarter. Any suggestions?

It depends how much has rot and rust it has. Mine was only damaged for the bottom six inches of the leg. I cut up a repop panel to make a patch and butt welded it in. The repop part wasn't very accurate, so it took some work to match it up. It was also a bit short of wrapping properly around the wheel well, so I had to extend it 1/4" with extra metal. This part might have been just as easily made from scratch.
If you don't have a lot of rust, I think patching minor damage is best because parts will fit will be better. You get to keep original thickness where you don't swap out entire parts. I extended the bottom of the trunk drop-off too, instead of swapping out the entire piece.
