I thought it was pretty easy. I used an air hammer to plit the panel open from left to right about midway. Once I could see in there I used the chissel to gently cut through the spot welds - I drilled out the spot welds I could with the proper tool. Anway, going back on was easy as well. Be sure to smooth out any raised areas where the old spot welds were with a dolly and hammer. Remove all the rust you can, and use a weldable primer around the spot welds - regular primer elsewhere.

I'd drill the spot welds and carefully separate the joints where the drip rail and quarter panel meet. You'll have to kind of weave those back together and reweld them. A couple big vice-grip style clamps are useful - can't ever have enough of those. Then drill holes for plug welds close to the old spot welds. Put the new panel in place, tease and trim as needed, Make sure you have good contact between sufaces, then plug the holes and weld the flanges with the quarters and drip rail. Some upside-down welding required.
