has anyone ever painted the very top part of a 68 dash without taking the windshield out?
if so, how did it turn out?

Your end results will be "reflected" upon the amount of time invested..I'd suggest you remove the windshield.

On the subject of painting dashes. On a 69, should the VIN be painted the dash color, or should it be masked off, and left bare?

The VIN tag is actually flat black no matter what the interior color. I had a 68 with an Ivy Gold interior and the VIN plate was flat black..69 may be different, but I wouldn't think so.

i've done it. it just takes VERY careful masking. if you get any overspray on the windshield in that area it's impossible to get off because it's too tight of an area. you might want to remove the windshield
