I just installed a set of Moog 6308 springs in my 69 Camaro. At the rear of the rocker panel, it measures to the floor 9". At the front of the rocker panel, without the motor/tranny and front sheet-metal, it measures to the floor, 12".
Do you think after the motor (iron headed big block), tranny and the sheet-metal are all bolted back on, it will drop 3" to equal the rear rocker panel measurement or should I plan to cut a coil off?

It'll drop it for sure, but I wouldn't do anything until you put the car back together again. This is the only way you'll know for sure. Can't it wait? It's easier to pull the springs and install them with the motor in anyway from what I've heard. The extra weight helps when jacking under the LCA.
