Hi I have sanded and put rust stop on it then primed but on one side of the car when I sand I found it was cuting in to the car someone has put fiberglass on it can I prime over it with out sanding or will it look to bad or try to sand it by hand or sand it off.

If there are scratches it will show through the paint. If it's prepped right you should be able to apply over it. You might want to try the search to find more info about it.
