Hello everyone. I'm a first timer here and what I've seen on this site so far looks great. I have a '69 camaro Z-28 x33d80 car. I've owned it since the early '90s. It is a project car and I'm finally getting started on it. I have been trying to find out if GM matched the engine to the VIN via serial number, etc. and if so where would it be located on the block i.e. deck ?

Welcome to Team Camaro.
You have come to the right place. GM did that on all of there motors for warrenty purposes.
The vin is located in one of two locations in 69 depending on when the car was built. The first would be on the machined surface of the block passenger side behind the alternator. The second is on a rough cast surface above the oil filter.

Depending on the build date, it wll have a partial vin stamping in front of the passenger side head on the deck of the block, below the alternator. If not there it was intended to be stamped near the oil filter but some will say it wasn't always stamped there. If there it can be very difficult to see sometimes do to the rough casting.
