I had my radiator flushed and pressure checked and all OK. But I can not seem to tighten the hose clamps on both top and bottom connection without drips and leakage. Could it be that the neck or fittings may not be perfectly round? I would think the rubber would make up for small imperfections. Is this common and is their an cure?

After you reinstalled the radiator and hoses did you run the engine at all?
The rubber hoses might need to get a little heat in them to "seat" on to the fittings or if you're not careful when you put the hoses back on the fittings it's possible that when "working" the hoses back on the fittings they could have become cracked where they enter the radiator.
