I have been trying for weeks to get the spacing right on the front end and the one problem i have is the fender to the cowl there is about a centimeter diffenrce and i put in the bolt behind the door and it didnt raise it at all. i dont want to lower to cowl cause im afraid it would mess up the hood spacing which is a whole nother problem. It seems so simple but my lack of experience leaves me in need of your help

You have to install shims under the bolt on top of the cowl. The bolt behind the fender in front of the door pushes the fender out or pulls it in, it won't move it up or down.
Loosen up all the bolts on the fender (except the two underneath the rocker) add a CM worth of shims under the upper cowl attachment point and then retighten everything. You will probably have to shim up the cowl panel after you are done with the fender.
