Well, my car has sat for the past year. It is almost ready to be on the road (need tranny leak fixed). I cleaned it all up and waxed it tonight, and I have some issues. It appears that somehow, something got on (or under) the clearcoat, and it is not going to "buff out." One spot looks like a handprint...under the clear. Never noticed it last year. Can this be sanded and buffed, or should I leave it alone. I seem to tbe the only one that notices it unless I point it out to someone.

Also, I have a scratch in the hood about an inch long. Not deep, but very visible. Is there a scratch filler compound that I can use, or would it be ok to rub it out with some type of rubbing compound.

From here it's hard to say whether the palm print is on the Base Coat or some were between layers of the clear. The only fix for something like that is to sand down to the base or until the print disappears with something like 1500 grit and re-shoot clear over it. Generally you have to shoot the entire panel with clear but you can polish the clear over spray edge using a Fine Polishing compound. Polishing Compound and Scratch Filler products made by McQuires or Mothers are excellent and should repair scratches in the clear.
