Whats an average/decent price for two brand new GM fenders that were put on a car and never painted. They still have the GM tags on the back side and were bought nearly 30 yrs ago. They are in excellent condition.

I'd guess $ 1000/ea.

I paid $1800 for 69 NOS RS fenders in 2004 with a good deal of shelf wear. $1000/ea sounds like ballpark to me.
