It's against federal law to sell a VIN tag without a car. There's a reason Ebay shuts down auctions with VIN tags in them....

Kurt is right on.. it is ILLEGAL to sell VINs. Trim Tags are just outside the illegal fine line and good honest folks cringe to see Trim tags sold to label a plain jane as a Z28. But until the Feds add Trim Tags to the same VIN law, we cant stop those. But VIN selling is NOT legal.
