I can't get the bolt in the top of the Z-Bar plate to frame. The inner fender is in the way. What have you guys done to get around this Without removing the fender????? Should I drill another hole in the plate and frame where I can get to it?

You should be able to loosen the 3 bolts from the inner fender to brace and pull the inner fender back enough to get the last bolt
