I started my camaro 10-12 times after engine replacement with no problems. Had some rattles(headers on metal and starter hitting flywheel).After removing left header to dent for steering box clearance and reinstalling , the car won't start. The first starter would hang up on the flywheel(would not return).I tried shimming and did not help.It would engage but only turn a little and stop like a dead battery.I tried to jump start with same results. I replaced the new cables with more new cables. Same. I tried new battery. Same. I tried new starter. It turned the same amount but would disengage from flywheel.Could it be an ignition switch ? I run the stater switch directly to ignition switch.

If starter is disengaging during cranking, then the starter is too far away from the flywheel ring gear.
Shim just the outside bolt to move the starter pinion closer to the ring gear.
Another quicky aid is to disconnect the ignition to make sure the advanced timing is not killing/kicking back against the starter.
A locked starter motor draws tremendous amps, 250 amps typically. If for a long time, say 15 seconds, it can warp the battery plates together and short them - new battery required. Battery creates alot of heat under heavy load and cables do get hot.

I would first jump the starter to see if indeed the starter is working. Perhaps take it off the car. Does your new motor by chance have more compression? I switched from 8:1 with one Camaro to 10.5:1 and couldn't figure out why my starters kept dying. Eventually I realized I had to have a high torque starter...
Are you getting any noise from the starter at all? If not, it could be a voltage to the solenoid issue. Usually, if the starter is receiving voltage, the solenoid will at least click, letting you know that juice is there. Of course, taking the starter off and testing it will also let you know.
Usually a local Pep boys, Advance auto, Autozone, or similar parts chain will test your old one for free if you are uncomfortable with the procedure.

The starter is not disengaging but it is not hanging up on the flywheel. The starter turns the flywheel about 8-10 teeth and stops like a dead battery. It is a mini starter.It does work out of the car.

Is your motor able to turn freely? have you tried to turn it by hand. Maybe its binding up.

:o Forgot to put ground strap to engine:mad:
Header was grounding engine to steering box.

Stranger things have happen. Glad you found it.
Also, with the ground strap, the alternator will charge better.
Need a complete current path for things to work.
