i think the po used bed liner inside the trunk or undercoating, its not thick but does grip very well, how could this be removed? there is rust ive found under the coating removed by scraping! high speed 2 inch sander just loads up, any ideas

Use a heat gun or torch to heat the coating up before scraping it off.
Should be much easier.
