Hi Barry,
VIN Tags were always riveted on the Driver's Side dash for Camaros starting in 1968. For the 1967 Model Year, The VIN Tag was riveted in the Driver's Side door jamb, between the door hinges below the A Pillar.
What you are describing sounds like a Replacement Tag.

The blue stickers came out late in 69, I have a november of 69 and it has it. look on the bottom of the door, it should have a indentation in the door where the sticker goes.

Its an emissions sticker, with the VIN printed on it. Took effect for the 1970 model year, but since they were still building 69 Camaros when the 70 model year started for the rest of the world the Camaros had to comply as well. The cars officail VIN is still up on the dash.

My 10E has one and my original door had two ribs that it went between. Not sure how long they had it, I've never seen another one on the five camaros I've owned. I don't know the build dates on any of the others

Very late August/early September. The same time the body numbers reset to 100000.
