the previous owner of my 68 sprayed the engine compartment black. of course the trim tag was not covered. should i attempt to remove the paint?

I would just leave it as is. If you want to strip it, tape it off good with painters tape and news paper to protect other things and brush on some stripper. Use the gell stuff so no or little dripping.

Leave it alone, they are supposed to be black. If you want to strip it make sure whatever you use will not harm aluminum. You don't want your tag disolving into a puddle of goo.
