993 Heads: David Vizard says, "But don't use them even if their cost to you is zero!" (from his book How to Build Small Blocks on a Budget).

Well, er, they were 'free'.

I have an unfinished 400 short block. Any chance I can get it in the 13 second 1/4 mile range (or lower) with these heads (assuming proper selection of other parts)? Or, should I take his advice and send them to the landfill.

In case it matters, they are 1.94 intake. Car is a 4-speed, 3.73 gears.

If you have the heads I'd just clean them up and run them. John Lingenfelter had used these heads on a number of engines and made good hp.
