I have a 700r4 that shifts great 1st to 2nd at wide open throttle. But, when it goes from 2nd to 3rd, it hits the rev limiter at 6000 rpm for a few seconds before it shifts to 3rd. It will also shift to 3rd gear at full throttle if I lift the throttle and then hammer it again. Could this be the governor, or???

So, the only problem is the RPM's it shifts at from 2 to 3 ? It should "kick down" as you described in 4th. It might just be a TV cable adjustment or could be a governor change.

sounds like smoked 3rd gear clutches, which is usually caused by a TV cable problem

It shifts great with normal driving. It only happens when I hammer it out of the hole as it goes through the gears. Otherwise, no complaints.

Due to the design of the transmission, it takes longer to make the 2-3 gear change. If it is too close to the rev limiter, it can be a problem.
Mine would take an additional 300rpm to make the gear change when manually shifting. The faster the car revs, the worse the problem will be.
A good trans shop should be able to recalibrate it to solve the problem.
