Does anyone know... should the original-style rubber-coated metal plug wire separators go under the valve cover hold down tabs? or between the hold downs and the valve cover bolts?

I saw a pic with them between the hold down tabs and the valve cover bolts, so I installed them that way. But they seem to keep the bolts from tightening down well enough to stay put.

From the bottom up... Cover, separator, tab, bolt.

The engines were painted with them installed... so they should have overspray on them...
