Hot 67

Hi Folks,
I'm looking for some help(again) with my 67 Ragtop. I've got a 350 TPI motor that I just can't it to start/run right.
I've had recurring issues with the car not starting after its 1st start unless I let it sit for 15-20 minutes, Now it wont start at all unless I give it a shot of start fluid, at which time it will start right up. Then I shut it down and it wont restart unless I hit it again with start fluid.
Fuel Pressure is set at 50 PSI, Timing is at 0* at idle with spark advance disconnected, about 12 * at idle with advance connected.
Car runs GREAT when it is running, but it wont start for crap.
I have a fuel pressure gage on it now and find that as soon as I shut it off the fuel pressure drops immediately down to about 15-20 psi. then slowly on down to 0.
Tank is an after market "Ricks" tank with a in tank pump. I came with out a pressure relief valve so I put a 1/2 psi relief valve on it. Could this be my problem, if so, what PSI relief valve should I be using.
Other than the relief valve, what could cause the fuel pressure to drop so quickly.
So for the rambeling post, but I really need advice/help.
Thanks,
Jerry
