I think it is illegal to sell them and have possession of them

Since the rivets go in from the bottom nobody will know if they look right or not. In some states it is illegal to sell or posses the VIN rivits when not attached to a car.

I found a used metal dash assembly i plan on replacing mine with. So far i took old rivets out carefully by first knocking out the broken off shaft in rivet and saving. Then i heated up rivet with a small pocket torch and pulling/straightening rivet shaft with pliers till i could pry the backing plate off the rivet. Didn't matter that i bent up plate because this is off my used replacement dash. I plan on putting it on car with a hardwood finish nail as rivet shaft, removing shaft and taping in old rivet shafts. Just had surgery sooo it won't be soon when i finish. You can also consider leaving section with vin tag on car if in good condition and splicing in dash. Some good advise i read hear was to also plaint inside of metal dash white to make working on wiring latter easier to see. Also first gen vins rivets are from the top

NOR VIN rivets were installed from underneath, VN/LOS were from above IIRC.

Either way, they're hidden once it's done. As long as it's in the scope of restoration and not in the case of moving the VIN from one car to another, I don't see it being any big deal regardless of what type of rivet you use. Just document the process thoroughly.

Dave, my 05a LOS car has the rivets mounted from underneath, just like my 10B NOR car.

I'm probably wrong. I read it here somewhere a while back. Had something to do with when the windshield was installed.

Firebirds built at Lordstown will have the VIN rivets installed from the top.

I think LOS Camaros had them installed from underneath. My car is 11B and underneath. I dont think I have seen a 69 from either plant with them installed from the top.

Back in 1972 while studying in the police academy, we were taught that the rivets used on the new VIN plate mounting system were unique and possession of them was not possible (at the time), so we were to look for something other than the 'special' rivets as a sure bet that the car was stolen.
