1) 11:1 Compression ratio is that able to run on 91 octaine?
2) When you build an engine what was the breaking it in steps. Like when to change oil, re torque etc...?

I would do the 'Search' for this information. You will find differing opinions and methods. Then you just have to pick which you will use. Personally, I change my oil after the 45 minute break-in, again after 500 miles, and then after each 2000 miles. No need to retorque anything after break-in if it was right to begin with although there are some that do retorque the head bolts.
