based on my color scheme, I think a black bumper may be better than a chrome bumper. But, they didn't offer endura bumper in '68. I will not be putting on a front spoiler either (yeah, hard to believe). What is the least I can get away with and still be street-legal? do I need a bumper?

Check the laws in your state. I know in some states you don't need a rear bumper. In fact alot of small pickup trucks don't come with one as standard equipment. You have to pay extra to get one. Another option would be to have a stock bumper powdercoated black or the same color as your car.

What about stripping the chrome off and painting the bumper? I have seen Foose do that.

How about 'Black Chrome' :thumbsup:
I've had a little of it done.
It has a unique look and holds up better than paint.
You want to avoid overexposure to sun and excess heat for best life - somewhat the same as chrome. Not a problem for most collector and show cars.
Needs to be cleaned and waxed regularly (like paint) to provide the best life.
