Have you verified that the horns are good?

To verify that the horns are good just use a wire jumper from the + Terminal of the battery and touch the power connection for each horn.
If you hear a click when pressing the horn rim on the steering wheel and not a buzzing sound it usually indicates that the Contact Points have fallen off the Horne Relay Arm. I use a small screw driver to un-crimp and remove the casing of the relay and cut the top relay circuit off with side cutters which is used for the annoying Key Buzzer. I cut the head off a small nail like a Floor or a Copper Canoe Tac, leaving just enough stem to protrude through the relay arm where the old contact point was. Put tinfoil between the new point and the lower points. Wire the Relay down to hold the nail head in place and solder it. The tinfoil prevents you from fusing the points together. Double over some 400 grit sandpaper and give the new points a polish, spray the mechanism with Rust Check and put the casing back on re-crimping the tabs;o)
Keep in mind that the Relay is energized by grounding the circuit with the Horn Pad on the steering wheel and the Relay Contact Points feed Hi-Current from the Accessory Terminal on the Horn Relay to the Green Horn Wires.
