I can't speak for the Rosewood wheels, but my GM Walnut wheel has a simulated 'grain' texture. It does not have a smooth finish. I can't imagine tilt or not-tilt makes any difference with the actual steering wheel, since it is the steering column that does the tilting.

My original rosewood wheel is relatively smooth, but I never saw it when new.

I have owned a couple NOS Rosewoods and they are very similar in looks to the repo. They are dark and have plenty of grain. As they get worn smooth they seem to get lighter in color.
