That's called the fender extension... Depending where you are in the NW, Biscay Classic Chev (Olympia) Evergreen Muscle Car (Auburn) or Streamline Muscle Parts (Everett) All American Classics (Vancouver)

That looks like a second gen fender, If so you need the lower valance panel.

OK, so I need to get a lower valance panel? It is for a 1976 TYPE LT. It looks to be missing the part mentioned and a spoiler to join the two sides. It there a right way to buy these? I mean do they come in a kit? What is the actual name of these parts?

Your misunderstanding the part needed. The part you need IS the lower valance. For 2nd generation's it's a one piece design incorporating the so-called lower fender extensions. The pic shown above by Doug G. is for a 1st generation Camaro; disregard it. Just google "76 Camaro lower valance panel", you'll get a multitude of sources. Spoilers are additional. Or search out any repo house for 2nd gen parts.

Looking at a few used ones... will the lower valance from a firebird or Trans Am work? I like those flares on their set-ups.
