I have had this car for several years now with no real braking problems. Under really hard breaking the nose dives more than I like, and it looks to me that when the previous owner converted to front disks he simply plumbed the new block into the old block because it was easier. Is this a bad thing or just an ugly thing? Would this explain the diving or when I pull the drums will I find that the shoes have endured way too many burn outs? Any help is appreciated.

Yes, you could most likely remove the second one.
The "old" one looks like the distribution block (not a proportioning valve).
