My engine is out and the suspension all apart on my 69. I am going to remove the power steering box to put in a new one. I see the three bolts on the outside of the frame but I cant figure out the rag joint. Will the unit come out if I loosen the bolt below the rag joint ?

Take the bolt all the way out and it should come off.

The rag joint has two studs that connect it to the steering column - two different sizes if I recall correctly. Remove the two nuts from these studs, which are on the back side of the column flange. Remove the three bolts holding the box to the frame. Slide the box forward so the studs clear the column flange and the rag joint will come out still attached to the box. Remove the "pinch" bolt from the rag joint to remove it from the steering box. Reverse procedure to reinstall.
While you have the rag joint off, inspect it carefully. If it looks shaky, consider replacing it. It's a pretty important piece.
