I have several new panels that arrived with E-coat on them. My questions, what is the proper tecnihe. Do I need to remove the Ecoat before I do body work and apply Epoxy primer?

I've heard both! If it's the good stuff, then just take a scotch brite pad to it then primer. If it's the bad stuff they say take it off. To find out, take some laquer thinner to it and rub. If the cloth turns black, that's the bad stuff. I'm sure somone else will chime in that knows more than I.

I recommend that you don't remove it unless you are prepared to immediately cover it with epoxy. Otherwise the metal starts rusting right away, especially in Texas this time of year.

I like to remove it and do a good etch primer just to be safe. There are mixed reviews on here but why chance your paint flying of or bubbling.
