I currently changed my engine wiring harness in my 69 camaro, it has a
electronic ignition, there is a yellow wire that goes from the "BAT" from
the electronic ign to the starter. where does that get hooked up to.

You don't need the yellow wire anymore.
On a car with OE points ignition, the yellow wire went from the R terminal on the starter to the + side of the coil, and was energized when the starter was engaged to provide a full 12 volts to the ignition to make starting easier. When you left off the key, the yellow wire was de-energized and the coil was supplied voltage (less than 12 volts) by the resistance wire from the fuse block.
With an electronic ignition, most take a full 12 volts all the time, so there's no need for the yellow wire anymore.
I assume you replaced the resistor wire from the engine harness with regular conductor wire, to get the full 12 V to the bat terminal.

With the original distributor it required a resistor to cut voltage so as to not burn the points. Thats why it had a wire from the starter. To give extra voltage during start up. There is no need for these with HEI. No points to fry.

The resistor wire is the one with white and red (or white and orange) glass braid over it.
