My buddy has a 88 Monte SS since new w/ 40k on it. The original black paint oxidized to with a white haze. GM paid to have the hood, roof, & trunk. Eventually it happened again all over the car. It's a nice car. Too bad the paint is shot. What happened? Brian.

GM had a bad batch of clearcoat for a few years. They had a voluntary recall on some colors, red, silver, green, blue, and black. Car, or a section of the vehicle, got repainted by GM if paint cracked/checkered within a period of the original first owner.

Your friend might check www.montecarloss.com because there was/is a member there selling a NOS red stripe kit, eight pieces(?) as it cannot be obtained any more, or have it airbrushed/hand painted before it gets clearcoated in the future.
