I just recently got a set of ARP head bolts part# 134-3601 for the standard small block chevy. I noticed that the washers havea beveled side and a flat side and I have no clue which side goes towards the head? Anybody know?

Bevel towards the fastner.

Yep beveled side always goes towards the fastener head, otherwise it would cut into the radius under the head of the bolt. Some companies like Goodyear have started using washers with both sides beveled on their multi-disc brake setups years ago to Murphy proof the installation for this reason.
