I just TRIED to adjust my rockers this weekend. I loosened them on one bank at a time I could spin the push rods. Then I would tighten it 1/4 of a turn. is this too much? Or should I just tighten it until I cant spin the push rods any more?

If you used your method while the engine was running at idle, it should work. If you used your method with the engine off and not properly locating the rockers, you'll be way off. Do a search on rocker adjustment...there are several posts regarding more than one method to adjust rockers.

I have these little covers that go over the rockers to prevent oil splatter, I then back them off untill they make noise, then tighten till they stop. then 1/4 to 1/2 more , repeat 15 more times and your done.

Although with a new cam and lifters you may have to repeat a few times while the lifters pump up.

easiest way to adjust rockers-
bring #1 cyl to TDC on the compression stroke adjust exhaust valves on cyl 1,3,4,8 to zero lash (zero lash is the point when the pushrod no longer spins freely between your fingers) then 1 full turn. adjust intake valves on cyl 1,2,5,7 the same way. now rotate the engine until the damper lines up at zero again (#6 TDC compression stroke) adjust exhaust valves 2,5,6,7, and intake valves 3,4,6,8
it might sound complicated but its really simple and way faster than other methods.
